I think its more retailers are typically big chains in the USA. As bigger corporations, they probably have tighter policies regarding leaks and stuff. Smaller retailers are run more informally, so leaks might not be as tightly policed.
Although there is the flipside of the argument, by virtue of its size a bigger corporation is harder to police. But :-/ it's just my two cents.
