Depends by what you mean. In terms of game making, Infinity Ward have only been making Call of Duty games. I wonder what else they could do though...
Treyarch made some good games too: Spider-Man 2, Ultimate Spider-Man, Quantum of Solace (HD version) and Call of Duty: World at War.
With that said, it's really hard to identify the best developer. I'd say they're about the same, but Treyarch wins in my book for showing more diversity and making me love WWII games again!

Why is Bionic Commando Rearmed 2 getting so much hate? We finally get a real game and they're not even satisfied... I'm starting to hate the gaming community so f****** much...
