I read in a wall street journal article a while back that Sony has long wanted to do some kind of premium service for the PSN but felt that they really weren't in the position to, because the service has for a long time been an almost underground feature- nobody uses it!
So, they decided to offer it for free, and charge for extra content. Now, that they are finally offering a premium service, they seem to be more confident that the PSN is going places, but dang its been a couple of years since then lol
