Pokemon is a turn based RPG. WHy is their even a question about this? It is essentially a single player MMORPG with the option for multiplayer battling and trading after you complete the main game.
The easiest way to tell its an RPG is that it took a lot of ideas and insperation from other RPG series, including Dragon Quest.
