Buying games is cheaper for MS than buying studios obviously. In case you haven't noticed, Sony's first party developers outnumber Microsoft's greatly, so Microsoft feels the need to grab some third party titles to level the playing field by greatly diminishing the game's sales whenever it does get to the PS3. It is all about enticing people to get a 360 over a PS3, and if the first party titles Microsoft has aren't good enough on their own, they hope the third party titles will give that extra push that they need. So by doing this they can save money, diminish the PS3 sales of the game if it ever goes to the PS3, and entice people to buy a 360 all at the same time. It makes good business sense.
