Using VATS adds 15% to your base crit rate which is major because it's considered before the weapon crit multiplier kicks in. Not to mention ammo is scarce (specially those delicious .44 rounds) and VATS saves ammo.
You can play without using VATS but as a raw FPS F3 is horrible.
And Vesperia is awesome, if you like jrpgs buy it nao. Saying "I like jrpgs but I'm not gonna play Vesperia" makes you look like a brat because right now it's the best jrpg on the system.
