WipEout HD has the limit of a regular retail game. Sony stated that it has the amount of content as a full size game, but they decided to release it as a download only title. So, it's basically a $60 game in terms of the total points for trophies.

Also, as others have pointed out, DLC can add up to a certain amount of points onto any games, full or PSN titles. I believe there is a limit on those as well, and there might be an overall limit including DLC and the full game, but I'm not sure on that one. (So devs couldn't just release a ton of DLC and make a game have a ton of trophies. Again, I'm not sure on this one.)

Was it? Well, I'm in the US, where it's download only. Regardless, it is considered to be a full game (rightly so, looking at the amout of content with HD and Fury... $30 gets you more than $60 for a lot of games).
