They have to do it for the PC because the Sony's mission is for the PS to be computer and gaming machine in one. That means PS motion control is intended have PC-type applications and gaming applications. Ergo Microsoft must put NATAL into a wider context than just gaming in order to fully negate the PSEYE+wand.

On a more serious note: It is naive to think that Microsoft would limit technology with such great potential application to the gaming sphere. Microsoft's real profits come from selling stuff to businesses and governemt, not gaming/entertainment sales. Microsoft needs to release unique and advanced tech in the business arena to maintain its massive market share over and increasing movement of the business and govt markets to open source solutions. Though we are small potatoes it is looking increasingly likely that our whole government will ditch Microsoft and go open source. In terms of this country Microsoft makes way more money out of government than it does from Xbox users. If they can hook govt and business in with NATAL then they will slow, stop or possibly even reverse the exodus, cause open source doesn't have the kind of R&D capability to provide a similar non-proprietary product.
