Does it ever outgrow the "villain of the week" mentality it had early on or is it just another fighting show moving from one battle to the next (ala Naruto, Bleach, DBZ, etc)?

No, it more or less sticks with that, but it keeps a bit of continuity between villains. After a certain point, the majority of their fights fit into a certain overarching story, which is coming to a head in the manga (doesn't mean the manga is nearly done, but it's resolving a major plotline that's spanned multiple sagas)
