Not assuming he would be passing on his core ideas. He might be fine in other aspects, but otherwise he presents the same issues as parents who sit their kids down and tell them that people of colour X are inferior, that people of religious or ethnic persuasion Y are evil and should be wiped out, etc.
Of course, assuming he'd lived and won the war this would have also increased the odds of him putting in place a dynasty of sorts to continue his efforts.
So taking the big picture view then no, not a good dad - even if he played lots with the kids and taught them good table manners.
Try to be reasonable... its easier than you think...
