well if its just the 360 i can think of a few reasons why their not at a million. For one thing look at the console sales for the 360 in Japan. Only about a million ppl actually own a 360 over their and therefore the install base isnt as high to get those high numbers they deserve. Also many ppl think of the 360 as the shooter console and expected RPG's to be on the PS3. Remember FFXIII was originally a PS3 exclusive and many ppl at the time bought a PS3 for the purpose of playing it. But with FFXIII 360 bound and the lack of RPG's on PS3, we realized that the 360 was the console RPG system this gen. As for the actual sales themselves, well for games not named "final fantasy" or "Kingdom hearts" the sales really arent that bad. As for TOV's case its a result of poor localization on Bamco's part(took over a year to release in Europe with a full blown price tag).
oh and on a personal note, if ur an RPG fan and u dont have a DS, guess what..YOUR DOING IT WRONG!!
