He's trying to argue against the minimium wage.
Some people believe the minimium wage hurts unemployment, causes inflation and is unnessesary since people basically need to pay their workers a living wage to get people to work for them unless they're teeneagers and dependents.
This can be seen in other countries with higher minimium wages who have exremely high youth unemployment rates do to people not wanting to hire youths for such high price... and when people graduate college they end up having absolutly no work expeirence and need to live off the state while taking interships.
The theory is that without minium wage there would be more jobs because they could pay teenagers less to do things like bag groceries... in turn letting the grocery stores make more profits and open up more grocery stores, allowing more people to be managers and to have jobs that would pay much higher then the minium wage.
Basically that some jobs are actually not meant to make a living... but instead to supplement a youths income and give them a job.
Whether or not that actually would play out like that... couldn't say. Personally i'd be worried there might be nothing for unskilled workers to do to live on a sustainable wage. Which... not everyone even has their parents to support them when they're young.
That's why things like child labor are postitives in 3rd world coutnries for example.
