There is a distric of Tokyo (Kamurocho) "open" to you (and in RGG 2 there are 2 additional districts in Osaka, while in RGG 3 there aparantly is one in Okinawa), but to call it an "open world" is a stretch, because these are pedestrian areas bordered by streets which you can't cross.
