I think it's way better described as a JRPG with a Beat'emUp battle system. The reason why it often is associated with GTA is really just for it's setting as an underworld game, for objectively speaking that's already were the similarities stop (apart from the inclusion of several mini-games).

I just realized that there is no open world in Yakuza.
