I think that is what he means.  However, Uncharted was not the first game to transition from gameplay to cutscene with no loading times.  Both Beyond Good and Evil and Prince of Persia: The Sands of Time did that four years before Uncharted did.

Most games that have prerendered cutscenes (like Uncharted has) have no loading between gameplay and the following video file that represents the cutscene.

Having gameplay transition to realtime full motion cutscenes the way MGS4 does in many instances, with full cinematic angles is what i'd call impressive gameplay to story transition.
