Its not just Obama either, it seems like a large portion of the Democrat leadership are making very large changes without any consideration of the consequences. Just today, Barny Frank threatened banks that if they didn't become far more agressive in modifying home mortgages to reduce the number of foreclosures he would re-introduce "cram-down" legislation which would allow bankruptcy courts to modify the terms of a mortgage. The problem is that banks are not in a position where they can agressively modify loans because that would require them to write down the value of their mortgage portfolio which would have a dramatic impact on the capatalization they need to not be bankrupt; and if the government enacts this legislation they would be forced to write down all existing mortgages, and would have to include the risk of a mortgage's terms being modified by a bankruptcy court in all new mortgage applications (dramatically increasing the cost of new credit).
