The phrase is a reference to the amount of times the "Time to take a break" window pops up. It's saying that the game tries to tell you how much time you should be spending playing and, by extension, how much fun you should be having. Though in my experience, time spent with WSR doesn't necessarily equate to how much "fun" I'm having with it.
