Yeah, except use the entire earth as a life-support/life-absorption machine to turn into basically a god. Even normal Sephiroth would have just chopped Ganondorf in half.
As I said, SEEN Ganondorf do anything cool. All he did in OoT was wait until Link was in stasis and then took over Hyrule Castle (from wussies) and then just kind of emitted evil, then he waited for Link to come kill him. Which was easy. Twilight Princess, same deal. He sits around and waits for Link to show up and kill him. At least 4 of the bosses in FF7 were Sephiroth controlling chunks of Jenova telepathically, he butchered the entire contents of the Shinra building, impaled a 500 foot cobra on a tree, tainted and controlled the lifestream, and tried to crash the entire planet into a another one. Also easily killed 1st class soldier Zack effortlessly. Oh yeah. And he has so far died like 3 times and come back. None of the other Ganons have managed to come back from anything.
Also, speaking of failure, not only does Ganondorf ALWAYS fail, he usually fails as a giant pig, and in OoT, he lost as a giant pig to a mute 7 year old in a 16 year old's body that learned how to use a sword like a week beforehand. And in Twilight Princess he lost to a mute goat herder. (who by the way always had a stupid look on his face in TP, one of the few things I didn't like about the game, one of the others being Ganondorf's hairstyle).

kind of both. Almost every time you see him throughout the game, he's controlling chunks of Jenova with his mind, because he fused with her head in the lifestream. It's the real Sephiroth you fight at the end, but it really is him who actually does everything, just via telepathy.
And Ganondorf never "came back". That would be like saying Sephiroth returned as Ultimecia in FF8, just with a different name. Ganondorf always gets sealed up and he never gets out. Closest a Ganondorf ever came to coming back was in Legend of Zelda 2, and even then it was just his cronies trying to bring him back by killing Link.
