Yes, they do. In occupations where tipping is generally expected (particularly waiting tables) the minimum wage is considerably lower. In Louisiana as of right now, the minimum wage for people waiting tables is less than three dollars an hour. The reason this is legal is because tips are expected to make up the difference.
Failing to leave tips does deprive people of living expenses.
Anyway, I try to tip 15% most of the time, but sometimes err as high as 18-20%.
