Wait... PAL standard has always had 50 Hz frequency while NTSC has 60 HZ. PAL has NEVER been 60 Hz, 60 Hz only came to Europe with HDTV. Most old CRT TV's in Europe only supports 50 Hz so they can't even do 60 Hz. Games have been slower in PAL because TV's there can't even do 60 Hz. Better CRT TV's has 100 Hz but not even those always could do 60 Hz so supporting 50 Hz serves only very small audience (mostly newer LCD SDTV's).
