Capcom has disliked Sony for awhile, as far as I can tell. When the Dreamcast was released they put a lot of support behind it and moved RE to the GC, but reality forced them back into Sony's camp. That doesn't seem to be happening this time.
Edit: As a comparison, in 2000 Capcom released about 20 games on the Dreamcast, about 10 on the PS1, and two on the PS2.
