Umm I guess u werent here when they spilit on bad terms....plus it looks like MS has moved on ( with the halo-focused 343 industries.).

um, how could microsoft and bungie have split on bad terms?  Microsoft OWNED them and then let them have their independence because they wanted it.  If it had been on bad terms microsoft probably wouldn't have let them go.  

As for 343 industries, that was formed because bungie didn't want to do halo anymore.  This project they are talking about isn't a halo project, but I'm sure microsoft is still interested in it.  

I'm sure the publisher is microsoft, when they seperated they gave microsoft the right of first refusal, so unless microsoft passed on it, the publisher will be microsoft.
