Many of the games Sony claims are 1080P (including the above I believe) are actually rendered 960X1080. Which is only a slightly more demanding resolution than 1280X720.
Then they can conveniently double the horizontal resolution with scaling. Since real 1080P is 1920X1080. Two times 960=1920. Since it's a direct doubling, the scaling will look a lot better. Basically a bit of a trick.
R&C isn't even claimed to be 720P btw, so I'm not sure where you get that. Actually, it's not even 720P. It has slight black bars at the top and bottom (since most TV's overscan, not visible) and is actually 704P.
