These are mods. Just like most other PC games, texures and other files are easy to access and modify. Anybody with some basic knowledge of texture formats and Photoshop or similar apps can modify the existing texures and use the modified files.
Some of them are pretty bad, because some of the people making the mods don't know the first thing about editing textures and how to save them. But there are some smart people working on this, so at some point I expect we will be able to modify the actual meshes and make some pretty cool stuff. Right now you can only modify or remove existing textures.
