The US tried something like that once called "Cross bussing."
It didn't work. The white families in the cities simply moved to the suburbs because they were afraid their kids would go to the "sub par" black schools... and so a lot of big cities started to die off.
In the UK though as small as the country is that'd be pretty hard to pull off.
