You can transfer your PSN account using the email address and password that you used when you created the account, this will also transfer your friends and trophy collection.
As for saved games, just insert an external storage device into your PS3, go to "Saved Data Utility" (or something like that), press triangle on the saves you wish to transfer, and then select "copy", you can then plug the device into your new PS3 and move all the save data into there.
So, yes, both are perfectly possible.
