Is there a special reason why you want to buy your future systems from US ? Handhelds are region-free.
Buy them from a European store. The DSi costs 40€ more than the Lite on e.g. amazon.de and £35 more on amazon.co.uk.
Buy a DS Lite only if you want to play GBA games on your DS.
And as you said "DS and/or a PSP" in the OP, I would say: Get both, they are both worth it and got extremely different libraries which complement each other.
