Personally I don't think MGS4 should have a 40/40 but the story and style does cater towards the Asian crowd pretty well so I'm not surprised, the others, I can see it yeah. 428 was a very interesting concept and the delivery wasn't bad despite the fact that it will never be out of Japan, shows you that cinema games are not dead in that country at least.
