The 251 is logged in players which I assume means 251 people are currently logged onto Killzone.com. It lists the number of active games as 800+ and as each game contains up to 32 players there will be a lot more than 251 people playing online.
I assume by 'taking a step back' they mean they will stop focussing on K2 fixes, DLC ect for now and begin work proper on their next project, can't wait!
