Halo ODST, where are the elites?

Unless there is some backstory I haven't heard of for the Flood, Halo: Reach is set before they encounter them. They grew really old by Halo 3.

Whether you like them or not. The Flood is the entire reason the Halo rings were made by the forerunners. So it's pretty paramount that they are in the games.

They added a different strategy, and made you conserve ammo alot more.
