I guess because I don't think of the mouse and keyboard as a controller - it was a device designed for standard computer use that people adapted to PC games. But I'll agree with you that if I'm buying an RTS I'll want to buy it for a PC interface. FPS I'm less sure about, but lots of people prefer the mouse, so there's definitely an argument for it. I see a lot of potential in the wii mote for FPS controls myself.
