The reason Gears 2 got a great score is because it's a really good game.
And while shooters don't appeal to Japanese audiences that much, Gears 2 has some advantages:
1. It's third person, so it doesn't cause motion sickness (at least not as much).
2. It's really gory, which I suppose would have extra appeal to Japanese fans of horror and gory movies and games.
