Given all variables are consistent between both the Mac and PC, the Mac may have some slight speed advantages in some areas though they may be so slight as to be imperceptible in every day use.
Point is that even if there are speed advantages (and some do exist) they don't result in a noticeably faster experience.
That said, a PC will also have speed advantages that are noticable to the average user.
The problem is you'll almost never be able to get all the variables consistent between them to even test this idea.
