It came out two years later after a rapid release of several excellent and genre defining shooters. It was simply a little dated by the time it was released.
Lets see: Port issues -> Framerates, controls etc and PC gamer backlash against consoles. (Since then I bet the majority of FPS games in the west are played on consoles, at least the paying customers anyway) and im repeating myself the fact that two years on many games took lessons from Halo, Half-Life etc and the genre moved on. It was two years old, the story would have been different if it was released at the same time.
