The last thing I want to do is insert myself into this argument, but I distincly remember Kojima saying that this would be a stealth game, just different from the rest of the series. (I even made a topic about it a few months ago)

It may have hack n' slash gameplay segments, but it's still going to be a stealth game in some form.

But, Raiden.. A cyborg ninja.. Is some how supposed to be stealthy? 

That doesn't fit.
