They got something wrong
"David Jaffe stated that their "New Game" (Twisted Metal) would be revealed at E3 next year. (2010)"
David did say that it would be at E3 2010, but he said that it would be revealed well before that time. He was even a tad remorseful that he wouldn't be able to have a big E3 reveal for ESP's first big title.
That being said, the game is most definitely Twisted Metal.
