I generally don't like to butt in this forum but right now I'm telling you that statement is bollocks
The studies done to achieve that conclusion that's become a widespread myth on the internet used real imagery, aka movies and tv content.
However, for computer generated imagery the resolution difference is highly noticeable no matter the size. Specially between 720 and 1080 since that's doubling the amount of pixels on screen with real information vs upscaled pixels.
I use a 26" 720 display for my console gaming and games running at 1280x576 appear smeared in vaseline.
