Blacks in the past were not as smart as whites because they were slaves. Slave owners realized that the best way to controll somebody is to keep them uninformed. So they were not as smart to no fault of their own. Nowdays they are not the only people suffering in terms of knowlege (speaking of inner city people) there is a wider demographic of all ethnbicities, however black people make up a great majority there. I contend they have become complacent in their ignorance and have allowed themselves to be manipulated into thinking the man is keeping them down. When in reality, they have a choice to go elsewhere to schools, to get a better education. It certainly wouldn't be easy, infact, it would be one of the hardest things they ever had to do. But they would be well rewarded for it. you see, it's not "the man" opr "whitey" keeping them down now, it's their own sense of entitlement and victomhood. If you want something here in America, you need to persu it, take a chance to achieve greatness, not sit on your ass crying that you are being discriminated against. You wanna know what discrimination is? Try bveing a married white male in America, you don't get shit from the government...I can't get special grants for a house because I am not a single mother, I'm not black, or hispanic, I'm not an illegal alien. But you know what? Thats fine by me, I would prefer to earn everything I get, not let some beurocrat hand feed me with somebody elses money so they can buy my vote!
