I'm guessing they couldn't model Rally and wet weather driving realistically enough with their physics engine in their opinion so they ommitted them. I would guess Nascar is licensed and they probably don't deem it worthwhile spending money on it for a small subsection of the actual game. You're quite right though, if done properly they could add value to a title so it's a shame they didn't make the cut. In fairness most great games have things ommitted simply due to time and budget restrictions, there comes a point when every developer must draw a line and say that's enough. I happen to think the game will not just be good but a great addition to the genre, people need to stop caring about comparing GT5 and Forza 3 so they can just enjoy both for the gaming masterpieces I hope they'll be.
