The whole handheld thing really only works for some gamers in certain situations.
If you were say a train commuter, they make a ton of sense. If you are always a passenger in a car rather than the driver, again; why not. But there are still quite a few gamers that would rather be playing on a big screen. The whole novelty and convenience of being able to play on the go just isn't what they prefer.
As for VC2, the fact that they're even making an attempt to make it a continued franchise rather than a one shot project is good news, even if it's not on the platform of your choice.
Turn around development time should be shorter for the PSP as well, and this is not to say that we won't be seeing another VC game on the PS3 or other console if consumer interest remains positive enough.
So sure, a PSP game for those who don't own one yet loved VC may cause complaints; you can either buy one or go without. You can't play all the MGS games (including Peace Walker) without a PSP either.
