Just read Famitsu interview with the producer - Apparently this is now PSP series, they decided to make it a true sequel (and not a spin-off) to show they are serious about PSP development. They are excited about PSP's ad-hoc mode, and also have NO INTENTION of lowering the quality of the game just because it's on PSP.

田中:より幅広いユーザーの皆さんに「戦場のヴァルキュリア」の魅力を知ってもらいたいという思いから、 
PSPでもシリーズタイトルをリリースする事になりました。新作とするにあたって、 
今回は醍醐味の一つである戦闘システム"BLiTZ"をより遊びごたえのあるものにパワーアップさせています。

またアドホックモードでの通信プレイに新しい遊びの可能性を感じたと言うのも、大きな理由の一つでした。 
-本作はナンバリングタイトルとなるわけですが、今後はPSP中心のシリーズ展開になるのですか? 
田中:いいえ。本作をナンバリングタイトルとしたのは、我々の"本気度"をユーザーに知っていただきたかったからなんです。 
前作の開発を手掛けたメンバーが全て作っていますので。 
-単なるスピンオフ作品ではないし、ハードが携帯機になったからと言って質を下げるつもりはないと。

The interview also reveals that

1. VC on PSP to help increase the base of this series

2. The battle system: BLiTZ will also be ported to PSP

3. Even though this title is VC"2", it doesn't mean this franchise will stay on PSP from now on.

Last is really important, this game is certainly niche so I find this decision to a good one. Lets hope that there is enough popularity to warrant an additional PS3 game in the future!

Maybe they hope for Monster Hunter scenario ? Semi big game on console , then big franchise on PSP and then return to consoles after the title grown up in popularity.
