I don't think it will change anything. Does anyone remember Clinton? In 1999...Clinton ordered the bombing of Kosovo...to "stop genocide"...but they ended up bombing more houses, hospitals, factories and other economic structures than actual military targets. They destroyed the bridge over Danube which stopped supplies being delivered. There was another bridge which was a target...but the only reason they didn't bomb it is because there were countless civilians standing on it...and if it had been bombed, it would have been seen as a Crime against humanity. Fast forward to Bush Era...didn't a similar thing happen somewhere in the Middle East..."military" bombing that killed more civilians than military personel. These are Presidents we are talking about...they have more power than you can imagine.
Sure...Obama can say Bush was wrong after the investigation....but what is stopping the next President saying "No sorry...Obama was actually the wrong one" Nothing.
