I would oppose letting all Congressmen know everything about intelligence activities. The whole point of secret services is to be, well, secret. 535 Congressmen knowing your shit makes for a leaky boat.

Under existing law, the members of the intelligence committees (or alternatively, the Speaker of the House, House Minority Leader, Senate Majority and Minority Leaders, and the Chairman and ranking members of each intelligence committee) have a right to briefed on all CIA activities. Why the CIA listened to him is beyond understanding.
