And I can take all this higgledy piggledy about the characters and even the music, but by what metric could the animation possibly be considered "meh"? Do we have different understandings of what those words mean when strung together in that order?

Yeah, I'm asking you to qualify it. In what way could that animation be improved? Just from an aesthetic perspective, in what sense is it lacking? Where have you seen better in that style, exactly? How can you possibly consider it middle of the road? What perspective do you have where that kind of judgement is considered legitimate?
