"Vote for us and you get this shiny free car!" = Bribery

"Hey guys come vote for us, then log back in and tell us you voted, and we will give you a digital car for our dated Forza 2 videogame!" = the same thing as "Hey guys come vote for us at 'insert link'!"

Not to mention if they really wanted the car they just have to log in and say they voted since Turn 10 had no way of actually confirming that.  So in reality the only affect it would have is to spur traffic of Forza 2 players to get a free car for doing nothing and anyone else would just vote for Forza regardless of any incentives.

Oh and the total votes for each was only like 6k if I remember right.  Either 6k/5.6k or 16k/15.6k.

I'm sure GT forums also had messages to go vote for GT5.
