I think the IGN guys believe it's from in-game engine, but it doesn't mean the gameplay will be like that.

It showed what the GT5 engine is capable of.

Well if it is in-game engine why wouldnt the gameplay be like that?

There's a massive difference between "in engine" and "in game"

In engine cut scenes can have all the processing power dedicated to visual effects, while you are playing the game you have physics & AI caculations to deal with at the same time plus all the visuals have to be rendered in real time at 60fps . Cut scenes can be buffered and don't have to run at such a high frame rate either.
