There are what, 50 million PSPs out there? Each PSP owner has the ability to make a PSN account. When you take that into account, the Home attach rate doesn't look so bad.

That also effects the number of items downloaded per account. Afterall, the PSP hasn't had decent access to a store for most of its life, and even then, there isn't that much to download as a PSP user except demos and the like. There isn't much if any DLC available to PSP titles.

Also, there's the fact that Europe and Canada are only just now receiving access to PSN cards to coincide with the relese of the Go.  The lack of an easy way to purchase goods via the PS Store for those without credit/debit card access was a limiting factor, I'm sure.
