The levels are completely meaningless and arbitrary. You can't "lose" experience points, so your level does nothing but go up. And if you're level 10 and fight against a level 39 guy who's having a bad day, then suddenly you're level 23. And you get some experience every round you play. So just because somebody is a high level doesn't mean they are super awesome, it just means they've been playing the game enough to build some levels.
