There are far more alt accounts on PSN where they are always free. People make Alt accounts to abuse games, not just because they can. That's why infinite free alt accounts on PSN is a much more likely choice than alt accounts for just one month on XBL. And no, if half of PSN accounts are inactive, that's just 10-11 million active ones. There are 12-13 million active Gold accounts on XBL with many more "inactive" gold accounts.
