It's because they see their society and culture as somewhat fragile, there would be too much turmoil and problems with immigrants. They want to preserve their culture.

Yes and no. It has nothing to do with immigration or not, but a low birth rate in a nation is usually a marker for a some kind of stagnation in a society but on other levels.

You know that the U.S. would have a negative birth rate if it wasn't for immigrants right?
